The Bottom Line: In Barrhaven: 1. Street Safety Improved. I want to get the speeding down. It starts with posting 40km/hr signs when we turn off Woodroffe, Strandherd, Fallowfield and Greenbank. It makes it easier to comply if the limit is posted everywhere at 40km/hr. |
If posting signs does not slow traffic down then we need to increase enforcement and start introducing temporary black rubber speed bumps in strategic locations. If that doesn't slow traffic then, as much as I hate it, a snitch line could be implemented. When a local neighbourhood asks for a Stop sign, put up a Stop sign. Who knows better? Better long term development planning for Barrhaven would be the ultimaate improver of our streets. We need long term planning not piecemeal development. I want to get parking down to one side of the street, particularly in the winter. I propose that the side of the road without a sidewalk be the parking side, or cars should face south or west when parked where there is no sidewalk. 2. Improved Community Planning. I want to get parks developed along with their neighbourhoods. I want to see schools being developed away from collector roads. I want to see a city driven development plan for Barrhaven and other areas of Ottawa. Not this patchwork of developments that is not consistent with the cities stated policy of Smart Growth. I want to see all infrastructure included in development. Transit planning in Barrhaven has to be part of local development. I want to see balanced growth in Barrhaven starting with equitable Development Charges that puts every community on a level playing field for attracting growth that allow us to live, work and play in Barrhaven. 3. Respect. I promise to show respect to Barrhaven. In early 2010 Councillors Harder did not support a motion to declare a local winner of a contact over a not local company when all else is equal, as a policy. City council also passed a motion to consult with the community on city budgets. Councillor Harder voted NO. Councillor Harder got a motion to support conflicts of interest for developers by allowing engineers to work for both the developer and the city on the same project. I seek equitable treatment for all. For the City of Ottawa: 1. Property Taxes. I want to work with other council members to improve the management of our money. Are taxes going up? Yes. Our city is so mired in bad financial management that taxes will have to go up. I want to set a target of, the rate of inflation, as the limit to tax increases. I want to work to develop a long-term financial strategy to increase our reserves to a sustainable level for the long term. I want to see no more bad contracts signed by the city. The Sens Plex, an Ottawa P3 project, has cost the taxpayer $400,000 per year since it opened because it is not making money. Now they have a new contract that says if the bank declares the place bankrupt the taxpayer is on the hook for 100% of the debt and 0% of the assets. Several P3's are not working for taxpayers. The City should not be involved in purchasing private goods such as concert halls and selling water at certain events. Let the private sector provide private goods. Professional sports facilities do not pay property taxes in the same way as households. I would like to see 1.5% to 2.0% of the value of the gate go to the city. It won't have a big impact on ticket costs and then it doesn't matter of it's a 20$ ticket or a $400 ticket. The city needs to take care of our most vulnerable and help those who want to get back to full participation in the economy. I want city hall performance bonuses based on performance and that starts with City Council saying what performance is expected. I want to see staff relations with the city improving over time. It's a long list but these are the things that I will focus on. 2. The Master Transit Plan. Let's move ahead with this. Let's stop wasting money on things like $7M on an Environmental Assessment on the Western Parkway where the NCC says NO. Let's change the focus of transit toward Service. Let's take care of our bus drivers who daily provide that service to this community. Let's change the thinking. The current council recently passed a motion to study what the ridership along the planned southern extension of the Master Plan would be today. The Master Plan is a twenty year program that will affect the way this city will develop for the next 60 years. The thinking has to be out there, not on today. This issue is going to occupy City Council for the better part of the next term and I believe that I can help get the thinking heading in the right direction. 3. Landsdown Park. Done deal. Move ahead. In Conclusion: I want to work to promote Ottawa as a world class city where long term planning and attraction of investment is rewarded with a high standard of living. We are the capital of a G8 country just like London, Rome, Paris, Berlin, Washington and Tokyo. Time to start looking and acting like a world class city. I want to help move this city toward strong environmental stewardship where what we do takes into account the best interests of the environment for our children and their children. I commit myself to promote the best interests of Ottawa and Barrhaven in a Co-operative and respectful way, the way Barrhaven wants to be represented. |
